We want as many people as possible to be able to use this website. For example, you should be able to:

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard, due to the non‑compliances listed below.

 

Non‑accessible content

The content listed below is non‑accessible for the following reasons.

Non‑compliance with the accessibility regulations

Legacy PDFs and documents: Some PDFs (for example older policies or reports) are not tagged or structured for screen readers (fails WCAG 1.3.1, 1.1.1, 2.4.2). We are replacing or remediating high‑use documents on a rolling basis and will ensure all new PDFs meet WCAG 2.2 AA. Target: June 2026 for priority documents.

Video captions and transcripts: Some historic or embedded videos may lack accurate captions or transcripts (fails WCAG 1.2.2, 1.2.5). We will add captions/transcripts to new videos at publication and work through key historic videos during 2026.

Structure and alternatives: A small number of older pages may contain images without appropriate alternative text or heading sequences that are not fully hierarchical (fails WCAG 1.1.1, 1.3.1). We will fix these issues as pages are updated, with a sweep across high‑traffic pages by Q3 2026.

 

Disproportionate burden

We are not currently claiming disproportionate burden for any content. We will reassess if circumstances change (for example, substantial volumes of legacy documents with low usage).

Content that’s not within the scope of the accessibility regulations

PDFs and other documents published before 23 September 2018 that are not essential to providing our services are out of scope.

Live video is exempt from the requirement to have captions.

We will ensure that any new PDFs/documents and any pre‑recorded multimedia we publish meet WCAG 2.2 AA.

 

What we’re doing to improve accessibility

We maintain an accessibility improvement plan that prioritises high‑traffic and high‑impact pages, documents, and media. We will publish a short public roadmap and update progress quarterly.

 

Preparation of this accessibility statement

This statement was prepared on the 9th of February 2026. The website was last tested on the 9th of February 2026 against WCAG 2.2 AA. The test was carried out as a self‑assessment using automated and manual checks on a representative sample of page templates and content types, following the GOV.UK model statement approach. We plan to commission an external audit during 2026 and will update this statement with the results.
